Custom Character

I am forever looking for new characters c:

I am looking to spend 1-1.5 mil max a piece, though I am willing to negotiate a bit if needed. I could also offer up some EVC as well.

One person can tackle both, or they can be split up.

Any type of lines are fine, as long as the suit the character and modifications are allowed to an extent.

Examples would be much appreciated

First:

I'm looking for a sort of "toxic waste" themed character. Black horse, with either blue or purple glowing markings, mouth goo, skinny, and any other unique mutation type things you deem fitting. This is more open to interpretation, but I've seen these types of things floating around and have always wanted one of my own c:

Second: 

My fiancé is obsessed with the video game The Witcher. The more I watch him play, the more I want a character based off Geralt, the main character. Here here and here (Note: I own no rights to any of these photos, they are for example purposes only) are some examples of the character in the game.

I want the horse to be medium in build, possibly a palomino or similar, and must have a white mane. The armor isn't a must, but his pendant (or a similar style pendant), scars (mostly the eye scar, but I'd like others around his body), eyes, and swords are a must. I may like having some sort of animal pelt on his back, with the swords held on by a leather strap.
