i knew that it can't be used on a horse that has already been bred, but is that a bug, or something that is intentional?

if intentional i have a pair of horses i need to get rid of, but if not i'll hold on to them :P

I believe it is intentional. I remember it being discussed before, and it's in the item description in the credit shop.

This was so that people wouldn't end up with foals that had two dams or two sires, things like that.
