I've read the game guides on stats, but I'm still having trouble understanding. 
What are specially stats? Are those the ones that have the tack bonuses added onto them? Base stats are the ones that the horses are born with right? I've read that once base stats go above 60 horses can start struggling in shows. Why is this and how do I breed them down over time if my specialty stats keep gaining? Sorry if I completely missed the answers in guides! Lol I've read them multiple times

I think the base stats thing with the 60 is actually the ns or non speciality stats. You don't need to worry about the stats that are specific to your disipline, if these go up that's all well and good. Its the ns that you want to breed down. 
I find if i want to lower the ns over time... I'd breed horses that are different ns. Like a 56ns horse to a 50 ns, so that they have to be averaged out inbetween somewhere in the foal born from the pairing.
Base stats are simply what count toward the breeding of horses. 

Speciality stats:
Dressage: Agility and Intelligence
Driving: Strength and Endurance
Endurance: Endurance and Intelligence
Racing: Speed and Endurance
Showjumping: Speed and Agility
Western: Speed and Intelligence

So you'd want as low as possible of all other stats aside from the two mentioned above depending on your disipline. If you plan on showing, do not feed your horses haycubes or sugar cubes after they are three as their ns may get stats from them, not the speciality stat areas. Personally i cube feed my foals and then convert them at 3 so the stats gained go where i want them.

Also try not to breed say a dressage and and endurance horse together as this causes higher ns stats and a horse a lot of people would avoid if trying to sell or public breed because there are 4 of the 5 stat areas that are higher than what would be wanted. Does this help?

Tack bonuses:
Saddles and bridles that are specific to disipline will only add to the ones that are specific to the disipline. Tail wraps and boots add to all, and are still worth using even so
