Does it have to have a certain amount of stats and such? Cause if you'd like I can make you one :p

Arabians cannot have the cream gene in this game, therefor it would be impossible to have a palomino (chestnut + 1 cream gene) on EV. The closest visually thing that you would be able to do would be a flaxen Chestnut Arabian.

♥ {zz} Solar Rays {73.25} (#423263) Is an example of a flaxen Chestnut Arabian (with rabicano)

How can I get one that looks like that or is a lighter colour?

Like kimtia said, just try purchasing a flaxen chestnut. They are as close as you will get and are still very very pretty

You'll either need to make a custom flaxen chestnut arabian, buy a flaxen chestnut arabian, or breed one yourself.

They do not come any "lighter" than the one that Kimtia linked too. They come in one shade. If you wanted one that was "temporarily" a lighter shade of flaxen chestnut, you could get a flaxen chestnut arabian that was greying, but eventually it would be totally white and wouldn't ever look like a palomino.
