A Character Revamp

I have had Ocean for a long time, and I actually created him myself. I am looking for a revamp and a new reference for him. This is to determine who I will ask to create this new reference.

Things I'm Looking For:
-Same general theme (Ocean or Beach) but a design and color palette that is much more artistic/professional looking
-Creativity when choosing lineart (can be custom but it doesn't have to be)
-A color palette on the reference
-At least one add-on that is small and creative (I don't like lots of add-ons that look cluttered or take away from the design)
-Must have correct credits
-An overall chibi look, nothing too realistic in terms of lineart and add-ons please
-Soft shading

Things I Like:
-Pastels
-Flowers (roses)
-Chibiness
-Long eyelashes
-Big eyes
-Fabulous manes/tails (by fabulous I mean flowing beautiful mega-fabulous)
-Sunsets/ Sunrises

I am willing to pay more for better quality, including mixed payment if that is what you wish. I would appreciate custom lineart, but free lineart is welcome.
