You need to learn to use layers and blending tools.

Right now it just looks like you splotched on the colors and threw in a couple of lines to look like hair. The design itself is very...plain.

I just highly recommend practice practice practice.

There are a few threads of tutorials and tips in this particular section of the forums, they have amazing advice that's helped me out quite a bit.

Honestly? Don't sell it. It's one of the most plain designs I've ever seen, if you want real critique.

Read this.

You're just starting out. Don't sell everything you make as soon as you make it, and don't float on "I love it" comments. Work on improving, making things into something people might want to buy and not a two-toned blue horse. You'll get there, just practice!

I'm going to be brutally honest with you, I would not sell this.
It seems to me like you're making art for the sake of selling it-Which isn't a bad thing, but it should not be the sole purpose for making it.
And I'll be straight with you, most people are not willing to spend money on something they could easily make themselves-Bucket filling a horse with two different shades of blue is not something most people would consider a character design.
Adding some markings, different shades of blue on the coat to give it tone, maybe even theme it around something like the ocean and model it after that, give it more time and love than a simple flat shade of blue and let your creativity flow. :)
If you're truly interested in doing art, I would suggest you take some time and keep your art as your own-Don't sell it, don't do it for other people, do it for yourself and be proud of it. Practice, strive for improvement and you will get better.
And as Buck mentioned, there are a bunch of tutorials on the art forums to help you out with coloring and making designs, as well as a boat load of dinosaurs on a spaceship worth of tutorials on places like deviantart that helped me out a LOT when I started doing designs.
Please don't take this as discouragement though, I want to see you do better and I know you can :D

Be creative. Flat blue body and darker mane isn't really creative. How about markings (natural/unnatural/mix of both)? Check out others' designs, also real horses (I've seen many fabulous coats) or even other animals (for non-horse colors and patterns).
Also don't slap random colors at one poor horse and spend more time into designing than few minutes. I did this in the past, it results in hundreds of silly designs (I liked them at first, but year or two later... yuck).

Zypa - What's wrong with blending tools? o.o

As others have said, practice is key! I'm nowhere near an expert but I've learned a lot in this almost-year I've been practicing coloring digital art. The main thing is to have fun! My first designs sold for pennies - 20, 30k. I'm surprised people bought them, honestly. But I got better, and so will you!

I think she means don't blend the mane and tail as seen above. A lot of people just smudge them to death. They're okay on the body, but elsewhere no.
