Question about Hunger

Should horses be fed every day, or just when their hunger bar reaches 0%? What are the pitfalls of not feeding until they reach 0%?

If horses haven't been fed and/or given water for 5 day they will die from neglect. It is best to feed them everyday. 

But I did not feed a horse for 9 days, and it did not die. Do you mean instead there is a chance it will die after 5 days? Are there any other mechanics?

I'm just quoting what it says in the help section. Someone else may need to explain it further, as I always care for my horses everyday and have yet to have one die from neglect. 

Neglect: Your horse can die if you don't feed or water them for 5 days. You will get a warning notification on the 3rd day to remind you to take full care of your horses. This means to complete the feed, water, groom and muck out actions on your horse's page.

If you choose to ignore the warning notification, you will receive death notification on the 7th day. Your dead horse(s) will be transferred to the Former Horses list.

Horses who die from neglect (under the age of 21) can be revived by using a Spectral Draught; a Spectral Draught can be purchased in Credit Shop for 5 EVC.
