Layout issue?

Is anyone else having issues with their layouts? I cant change my page HTML text. I delete the text and put new text in and then press update settings and nothing changes. It reloads the page exactly as it was without the new text. Just wondering if Im the only one having the issue or how to fix it?

Which part did you change, have you tried changing it again? You might need to do a hard refresh (ctrl + f5 on windows).

@Maple, I have a chrome book so not sure how to do a hard refresh. But I have tried everything, deleting it all completely so the page would be blank and then hitting update settings. I tried deleting the text and putting the new layout code in and hitting update settings. I tried changing one or two words in the current layout and hitting update to see if it would change anything and it still refreshed with this layout unchanged on the page. 

It also wont let me change my tag or signature. Ive tried deleting the text for both of those and update settings and it just loads exactly as it was.
