I've been looking for an artist to create a character for me (LINK).
I have several artists that went inactive on me in the past. The one who are supposed to work on that project also went inactive and haven't log in for almost two months. 

To be frank, I am quite sick of this. I've been looking for months. I wanted to support skilled artists on EV but that's clearly isn't going to happen.

Do anyone know any good artist outside EV? Please message me with link to the artist.

I think your post may be a little off-putting to artists. It sounds like you want to be involved with every step in the process, which can be a nightmare for artists to work with. To me, it gives the impression that you may be unhappy if anything is slightly different from the vision in your head. Your payment schedule also gives me red flags. You don't say how much payment will be given at each part, making me wonder if the bulk of the payment won't be delivered until after the product is completed, and not until you're 100% satisfied (i.e. it matches the vision in your head perfectly). It also puts me off that you ask for changes to be made to a basically complete product. Checking in once or even twice is normal. Checking in three times is a little much for most artists.

Any of these things on their own probably wouldn't be a big deal, but all of them together just paint a bad picture that many people don't want to touch. It doesn't explain or excuse the disappearing artists, of course, but it may explain why you're not getting a lot of interest. I don't actually think you have bad intentions; I'm just explaining how it can come off. I hope you can find what you're looking for. ^^

TBH, the reason why I want to be part of the progress is because I keep wasted money on horrible arts.
It frustrated me because I know that they are talented. It is VERY common for me to get a final art that have colors passing the lineart or a patch of missing color. Once, I had an artist who literally make my old character into a dun when he's plain bay. Once, I had an artist who keep trying on fixing all unrealistic "errors" the original artist make because it is not realistic (erm, character usually aren't realistic).
Every time I ask them to fix those mistakes, they went off on me and act like I was ungrateful brat. Well, sorry for wanting a bay horse instead of dun. The worst part is that I have to pay the full price for them or they will report me or warns other artists about me not paying. 

All I want is for artist to check in with me before giving me a final product and claims that they can't fix them because they can't do that. This is supposed to make things easier for artists. I had an artist who completed the reference but they choose wrong breed. Luckily, that artist did start over but it took months for her to finish it. It could've be easily prevented if she asked me for clarifying the breed (it was a realistic character so I am not sure why she messed up with the breed - draft horse to warmblood) or show me the lineart before start working on the rest.

- The reason why I didn't say how much is because I don't have fixed price. Artist get to decide on the price. 
EX: If artist decided that it cost 100 EVC. then it will be something like:
Step One: 25 EVC
Step Two: 50 EVC
Step Three: 25 EVC

Also, I never say that it have to be be like that. I just mentioned that I am thinking about doing that and that artist and I can discuss payment in message.

do you have any recommendation? it is been awhile since i am on DA so i don't know anyone.

yeah, i noticed that art community is dying. such a shame. it is not just art community now. the forum is very quiet lately and nobody is posting something new. so far, all "new" suggestions were old suggestion that were bumped by someone. i think ev's time is running out.

I'm not super active on DA so I don't have any names but this is a group has a lot of equine artists, you'll have a good chance at finding someone here

I have my own thoughts as to why the art community died, and as it was such a strong forum presence it makes sense to me that the forum community went with it. The EV Discord also takes away from the forums as it's easier for chatty people to talk in there. Over the holidays there was a large amount of art sales going on so I don't think the art community is gone for good, but more just in a lull until fresh blood comes in so to speak. 
Otherwise I see a ton of people actually playing the game aspect with new people every day, the site's just been quiet with people logging out as soon as they're done for the day instead of sticking around. At least, that's my perspective :) never lose hope!

Also not everyone who's around can do what you're looking for - I do plenty of art myself, but not lining or character designs, so people in that same boat can't help much, despite being present.

Well, I guess that means 300 EVC isn't high enough.

Nevermind. I will just give up on creating a character until I can afford to pay one via DA.

Eliza D, thank you for the link! I found several artists that I like but I can't afford it. I will order one when I have more money.
