How do I get the tack for your horses to be a higher level than 1/5? 

I'm not sure if the horse has to hit a level, or if I have to reach a member level..

Go to the 'Tack Workshop' in town and you can upgrade there :)

You have to be level 6 in order to upgrade tack I believe, but then yes it'll show up in the Tack workshop. Before you are able to upgrade your own you will have to buy already upgraded tack from others if you want the extra boost before you can do it yourself.

Now I'm wondering if the upgraded tack are even helpful? 
I know it gives more stats to each component that the specific tack piece applies to, but are those additions even useful?

Only way I can think of is they help win shows?

Yes, those extra stats count in determining show placings. And yes they are a sufficient bonus that it does make a big difference.
